The investment signal lies in three triggers: (1) the release of a technical white paper or RFP that identifies a stack provider (e.g., R3 or Stellar), (2) a joint pilot with another central bank for cross-border settlements, and (3) any public code release that allows third-party audits.

Until then, this is noise. Central banks will keep launching pilots. Protocols will keep touting partnerships. But the only truth in this space is in the code—and Pakistan hasn’t shown a single line yet. Proofs verify truth, but context verifies intent. The context here is a state’s desire to control its digital currency. That’s not blockchain adoption; that is database efficiency with a new label.

Watch for transparency. Demand open-source code. And remember: the loudest announcements often contain the least substance.
